DokuWiki with the bootstrap3 template and almost nothing else bolted on. No database, no build step, no static site generator, no comments. Pages are flat text files sitting on a disk, which means I can fix a typo over SSH in about fifteen seconds and go back to what I was doing.

It's a wiki instead of a blog because most of what goes here isn't news. A blog post gets a date stamped on it and then quietly rots. The reference pages get rewritten every time the same bug class shows up in something new, and that only works if editing an old page is the normal thing to do instead of an admission that I got it wrong the first time.

No newsletter, no analytics, no tracking, nothing to sign up for. There's an RSS feed if you want one.
